A Philadelphia man charged in a fatal shooting Friday morning on Bay Street remains in custody.

The man, Jatarrius M. Kelly, 23, 1126 West Avenue, has been charged with first-degree murder in the shooting death of Lamontae Salley, 26, of Eupora.

Philadelphia Police Chief Eric Lyons said Kelly was wounded in the incident and was arrested on the scene. He is currently being held at the Winston County Jail without bond.

On Friday, Dec. 8, at about 9:40 a.m. officers responded to the 300 block of Bay Street in response to reports of a male subject being shot, Lyons said. 

Upon arrival, officers discovered a black male in the doorway of the residence with a gunshot wound to the leg and another male subject in the next room with a gunshot wound to the chest, according to Lyons. 

The man with the wound to his leg was identified as Kelly and the man with the wound to the chest was identified as Salley, the victim.

Lyons said the male subject in the doorway was transported to Neshoba General. The other man was pronounced dead at the scene.

The investigation has determined that an apparent physical altercation between the two men led to the shooting. 

According to Lyons, investigators believe Kelly and Salley were the only two involved in the incident though the exact reason for the altercation remains unclear.

Lyons said this was the second shooting in 24 hours that was investigated by PPD. 

The other was reported on Thursday afternoon, Dec. 7, on Clyde Avenue. Roderick J. Talley, 24, of Philadelphia has been arrested and charged with the murder of 23-year-old Kendall Triplett of Philadelphia.

“These incidents are not related and are isolated incidents,” Lyons said.
