Teenager charged with shooting juvenile

A Philadelphia teen is behind bars in connection with the alleged shooting of another juvenile late last Thursday afternoon, the authorities said.

The teen, Jamarion Parnell, 15, of 224 Robinhood Circle, was arrested and charged with aggravated assault, according to Philadelphia Police Chief Eric Lyons.

Lyons said he did not expect any further charges connected to the investigation but said that it is still ongoing.

The charges stem from a shooting reported on Thursday, May 18, around 4 p.m. when PPD officers were dispatched to a residence at the intersection of Sherwood Drive in Robinhood Circle.

Lyons said officers were responding to reports of a male being shot in that area and said the suspect had reportedly fled the scene.

Upon arrival, officers observed a juvenile with a gunshot wound to the leg. The person was transported to Meridian Hospital, Lyons said, treated and released the same day.

Officers recovered more than nine shell casings from the scene. 

Officers had received a tip that a person of interest was inside a residence on Robinhood Circle, according to Lyons. He said officers made contact with persons at that residence and found a male subject with a handgun. 

“After further investigation, he was released without charges as he was not a shooter in this incident,” Lyons said.

Three individuals were arrested and all were found to be in possession of felony amounts of methamphetamine, Lyons said. Those arrested are:

• Richard D. Moncrief, 58, 1416 Highway 16 West, was arrested and charged with felony possession of a controlled substance, possession of marijuana and possession of paraphernalia. 

• Justine Billy, 26, 521 Goat Ranch Road, was arrested and charged with felony possession of a controlled substance.

• Alexandra Cotton, 29,  226 Frog Level Road, was arrested and charged with felony possession of a controlled substance.

The following day officers investigating the case identified and arrested Parnell, who was charged as an adult for aggravated assault in relation to the shooting, Lyons said. He was transported to the Winston County jail and has not bonded out as of press time.
