A Philadelphia man is charged in connection with the alleged kidnapping and rape of a woman after she was abducted while delivering a pizza to an apartment complex on Central Drive, the authorities said.

Joe Arthur Eleby, 28, of 134 Woodcrest Ave., is charged with kidnapping and rape in connection with the incident, which occurred about 10:40 p.m. on Sept. 29.

Eleby remained in jail Tuesday. His bond was set at $100,000.

The woman, 23, identified Eleby as her assailant from a photo lineup, during a joint investigation of the police and sheriff's departments.

The woman told authorities that a black male pulled a gun on her after she delivered a pizza to an apartment at Reunion Court Apartments on Central Drive and was returning to her vehicle, Police Investigator Fredesz Moore said.

"A black male pulled a gun on her and said she was going to take him where he wanted to go," he said.

Authorities charge that Eleby raped the woman in her car after forcing her at gunpoint to drive to a vacant house on Road 1521 in the Hopewell community.

Sheriff's Investigator Kevin Baysinger said the rape was reported at 5 a.m. on Sept. 30.

"She didn't get loose from him until 4:30 a.m.," he said.

The incident was reported initially to the police department.

"She saw his ID during the time she was with him and was able to pick him out of a photo lineup," Baysinger said.

Eleby was arrested and charged on Tuesday, Oct 2.

"We are awaiting DNA evidence that was sent to the state crime lab," Baysinger said.

The woman, who was also physically assaulted, was treated at Neshoba County General Hospital, he said, noting that her "eyes were black and her body bruised all over."

The Neshoba Democrat does not identify rape victims.
