Notice of Finding of No Significant Impact and Notice of Intent to Request Release of funds July 2018 Mississippi Band of Choctaw Indians (MBCI) Choctaw Housing Authority P.O. Box 6088 Choctaw, MS 39350 This notice shall satisfy two procedural requirements activities to be undertaken by the Choctaw Housing Authority. REQUEST FOR RELEASE OF FUNDS Following the end of the required fifteen day comment period, the Choctaw Housing Authority will submit a request to the Chicago Office of Native American Programs, DHUD, for release of Indian Housing Block Grant funds under the Native American Housing and Self-Determination act of 1996. The 55-IH-28-02600 project includes completion of a 14 unit housing development project and modernization of 37 act housing units on the Choctaw Indian Reservation. The proposed project includes the use of $3,120,032 of IHBG funds of which $1,520,032 is development funds and $1,600,000 are modernization/subsidizing funds. FINDING OF NO SIGNIFICANT IMPACT Mississippi Band of Choctaw Indians has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Review Record is on file at The Choctaw Housing Authority Office in the Pearl River Community and may be reviewed or copied on week days between 8:00 am and 4:30 pm. PUBLIC COMMENTS As Individual, group or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Choctaw Housing Authority Office. All comments received within 15 days following the publication date of this notice will be considered prior to submission of a request for release of funds. RELEASE OF FUNDS The MBCI certifies to DHUD/ONAP that Chief Phyliss Anderson in her capacity as Tribal Chief consents to accept the Jurisdiction of Federal Courts if an action is brought to enforce the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and allows the Choctaw Housing Authority to use IHBG Funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and Mississippi Band of Choctaw Indians’ certification for a period of fifteen days following the actual receipt of the request only if based on one of the following reasons: (a) Certification not executed by Certifying Officer of the MBCI; (b) MBCI has failed to make a finding required by 24 CFR part 58; (c) the grantee has committed funds or incurred cost before approval of release of Funds by HUD; or (d) another federal agency acting pursuant to 40 CFR part 1504 has submitted a written finding that the project does not meet environmental quality standards.
